The higher he is, the more likely you'll get good stuff when you decrypt items. I just ranked him up to level 5 and I received a package. Blue and legendary engram. Legendary gave me two coins. You will need to have something better than blue armor if you want to do the raid because you can't get past level 24 with just rare items. The max light they give is 15....not gonna cut it.
