Actually people with 0-30 resilience have effectively base health, 40-90 have mid tier, and having 100 means you can resist most two tap options.

Most of the options stop at about 6 resilience anything above really only helps when damage fall off starts being calculated.

0-29 is a negative on stats. When they updated the stats in SK, 30 was made the baseline. They just condensed the positive tiers.
