Genuine question - what drives the grind without the chase for power level?

If all you have for the grind is power level, I have a bad news for you when there's loot

For me? Loot, but such basic thing is failed to be done by bungie with borderlands model of loot back in 2009 when borderlands 2 is wild with loot design

Borderlands 2 imo is one of the peak looter shooters. It’d be hard to fully replicate that, but games do seem like they’re adverse to even trying.

For me? Mastery of content. Striving for seal completions and tags on raid report. You can see on my profile that is what I play the game for. Being able to craft weapons, but that’s a whole different subject. I mainly want to be able to spend a reasonable amount of time playing this game and feel rewarded, whether that’s through noticeable improvement in my activity performance or the actual loot.

Perhaps if there was a more focused way to grind for power, would that help contribute to a more meaningful grind?

I don’t see the point in increasing the power. I’ve already exhausted all the content that provides the pinnacle drops. Besides those, there is a focused way: XP via the seasonal artifact. They just want to make people go play old content that they aren’t updating to increase their playtime metrics.
