There is a lot in it about Devs wanting & be able to do so much more but are held back. Also management have to treat it like a business, new studios, other games, TV shows etc etc, but the balance has been off for a very long time.
The dev talk was very very bad, slowly boiling the frog, get us addicted, up costs, minimum content for maximum price etc etc he could have been bigging up bungee to poach staff but he seemed cold & calculated, almost proud.
I think they took players for granted for a long time & I also really think they didn't realise what they had, what they still just about have.
No real blame to dish out, just a waste of potential.

I think the last straw was when people realized that Bungie was nickel and diming them for everything (microtransactions, seasons, dungeons, 30th Anniversary Pack), and charging more money than ever for less quality content than ever so they could divert that money to developing Marathon rather than improving Destiny. For many years they thought of the players as too dumb and complacent to revolt, until they got the news about the 45% drop in projected revenue. Now to show that they "care", they let us shoot at wave after wave of enemies on existing locations to get recycled weapons and give us back exotic missions that they took away because they said they were bloating the game.

Yeah I forgot about the nickle & diming. That's all part of that GDC talk, I think that talk rubbed a lot of people the wrong way. They knew we'd see it but said it anyway, bcoz growing the business is more important than the customer. I think Joe Blackburn was blamed for the -45% revenue miss & that's why he's no longer there. & why a lot of the decisions are on his shoulders as director, & where really bad calls, the slump started years earlier & the tilting tower finally tumbled (onto Joe). Bungie lost so much goodwill, & no matter how hype they get, a lot simply won't ever return or will leave after FS story is finished.
