Originally to get tincture of queensfoil you needed to trade with them then to save players time and confusion they added tinctures to petra and eventually they got rid of the material you needed all together.

They were secret vendors that would exchange Baryon Boughs and other materials, but Baryon Boughs have since been deprecated.
