Well, depends on how you look at it. Is the gun unbalanced or is “target lock” Really, target lock needs a re work. Something as simple as it only is triggered upon rapid precision hits and price after 3 rapid succession hits. This allows the perk to be viable in PvE and does provide a “slight” advantage in PvP but requires precision to be useful. Problem solved.
