I was always under the impression it was in Europe, Switzerland in particular, cause EDZ is in Switzerland.
Assuming Last City must be nearby.

When you drive from EDZ Outskirts down to the former black armory forge their is a street sign telling the direction to Graubünden. That's a canton in the East of Switzerland. Considering EDZ is surrounded by a lot of mountains and forrests - matching Swiss Graubünden - that's why I always assumed it must be located in Switzerland. Looking down from the Tower in the Last City and seeing high mountains as well I believed that must be Swiss Alps again. All assumptions, I really don't know.

Don't know to be honest. But it was in line with my assumption. Graubünden = Eastern Switzerland.
