It isn’t a return of cbmm, it is a tweak in the loose sbmm.
Bungie even said this was going to be an ongoing option. When they announced that loose sbmm was being put into control.
They are trying to find the right balance between fast match making, good lobby balance (both teams being near equal in terms of skill). They wanted to find what works for the majority of players. So that the lower, mid and upper skilled players all have fun.
They are trying to find a balance between, the fast connection speeds of cbmm, and the team balance of sbmm. It’s an ongoing process over the next couple of seasons.

I did my 3 control matches for the pinnacle and it’s not changed back to CBMM. Like you said Bungie is continually tweaking it and making adjustments.

Then “fireteam preferred” as a secondary factor starting right away next season. If sbmm is already a colossal failure then adding another factor to it will just make it worse. When all the experimenting is done, the most likely result (also the best) is cbmm but with strict fireteam balancing.

That makes sense, if the matchmaking by fireteam size

Most likely going to be like overwatch. Prioritizing the same size unless queue lasts too long then smaller teams will substitute such as quad+duo or 2x trios if another 6 stack isn’t available.
