You should be able to. I've gotten dozens in the past. New Monarchy's pulse rifle is also a great one to look out for since they're both the same archetype and kinetic. I think New Monarchy's may have a better perk pool.

Yes, as it was a season pass reward. Bungie had stopped selling and legendary ornaments altogether.
