As you do not currently have cross-save active, you are not actually locked out of anything. While you cannot authenticate the banned PSN account, you can simply move your active platform accounts to a different Bungie profile. This will require a bit of fiddling, but once done, your dead PSN account would be left on the current profile, and the fresh profile would hold your active platform accounts.

Ok this could work. I just need to link other accounts to a new bungie profile. Ill lose friends and other account progress though. I guess this is the other only way.

No account progress is held on Bungie profiles. The only thing you would lose by moving to a new Bungie profile, is any emblems that you may have redeemed via codes, on the Bungie site. Game progress is all bound to the platform account, so whatever accounts you actively use, will have their game progress. When you activate cross-save, you will be choosing one single account’s data to be made playable across all platforms. The data for the other accounts will become dormant, so make sure that you accurately select the intended character set/account as active. If you have not done so, be sure to fully read up on cross-save, how it works, the limitations of it, etc, before proceeding.
