Well Europa is free for everyone right? If so, then every once in awhile a fallen brig (high value target) will spawn, killing it drops a loot chest that drops all Europa gear, so you could get the bow from it

Hello! Sadly by the looks of it, it seems like you won’t be able to get the Europa gear. For people with the DLC it is just Europa gear nothing else. So sadly you probably aren’t able to get it. I was really hoping you could get it! But I guess you aren’t. Also if you have ShadowKeep and access to the Garden of Salvation raid then there is a great bow from there!
