The mentor gave the correct advice. In your situation, your 2 options would be to disable Cross Save, making your steam characters playable on steam and Xbox playable on Xbox. This option allows you to use your current pass at the expense of losing cross save. Or rebuy the pass and keep cross save active.
In your situatuation there was no solution to keep cross save active, not rebuy the pass, and play the season pass content. Passes are permanently bound to the active save file upon purchase so it cannot be moved from one save to another.
There are warnings about the 90 cool down on the cross save page, unfortunately, once the cross save is deactivated there is no way to bypass that waiting period.

Where was the warning about having to have cross-save on before buying the game? I figured like any other game out there with cross-save, all of the content goes to that account.

and it did go to that account, specifically that save file. season passes are in game items, like emotes or sparrows, they go to that active save file when they are purchased. I understand your frustration but there is nothing that can be done to fix the 2 mistakes.

Thank you for the replies throughout my troubles, but I am having a hard time understanding what you mean by this. The season pass went to my 1100 brand new titan on my noncross save Titan. I never was warned that I need to have cross-save on and my steam account as my main account before purchasing the game. Can you give a dumber explanation to your last comment so I can understand it. I am unsure of the meaning. What do you mean by that save file?

So, simply put, your characters represent a save file. These files are permanently tied to your platfrom account, so your xbox characters will always be your xbox character and so on. When you make a purchase of a licensed product, these would be actual games or expansions, these purchases are made with your platform account, so if you bought beyond light with your steam account, your steam account owns that license to play. In a non-cross save scenario that means you would be creating and playing with steam characters in the game so a place holder is created when you make that purchase. When cross saved, this allows you to play the licensed content (games/expansions) with your other platfom's characters because your are using your Steam account, which hold the license, but, since your Steam account holds the license, you would not be able to play that same game or expansion on xbox because you dont own the licence for xbox, only for steam (think of this as trying to use a call of duty ps4 disc in your xbox 1, it just wont work). Now, Season Passes, are treated as in game purchases and are bound to the save file that purchased them. The primary reason for this is to prevent the need for players to buy them on each platform they wish to play on. So, when cross save is active, and then you buy a pass, you can play the seasonal activities on any device you wish to play on. When you buy a bundle, like the beyond light +season or the digital deluxe edition that contains the season pass(es), those are given, automatically, to the save file that is active at that time. This prevents the reverse of your situation, where the pass would be assigned to the account that "bought them" but would not be applied to an active cross save file. I think i get what you're saying. I am just really bummed that I never knew you needed to have cross save on before buying it. I was really starting to get into this game again but now I think I may have to refund it for now. Do you think there's any chance at all bungie could help me here? I don't even want the season pass anymore I just want my account back. I recently stopped playing xbox so there's a 0% chance I am playing on there. Like I said thank you again for your help.

I wish I could give you an answer more to your liking, but Bungie has remained firm on the 90 rule. I have not seen any exceptions given at all
