Honestly it doesnt matter unless you play against sweats and top tiers player.
Most controler players on pc are a nightmare to most mouse and keyboard players.
Controler only is at a disadvantage when it comes to movement speed wich only matters against great players.

M&k has less in air accuracy penalties Less bloom More stability Movement More precision Faster input detection

Don't forget how they're able to do full 180s with supers like blade barrage and s&s as well as take down shotgunners jumping above them which controller simply cannot do

I use both a controler and a mouse (depends on the mood or weapons (because there is weapons that are godtiers with a controler while being trash tiers with a mouse) And they both are highly competitive. You see REALLY often controler player in pvp...and they arent even close of being at a disadvantage when you see their gameplay/stats XD. In theory, yup mouse should be better than controler for the reason you mentionned. But in d2 the way weapons interacts with a controler changes that A LOT But you need to play both to realize that x)

both have their pros and cons but what he said is something you can’t deny. I play both inputs btw.

Yeah this sucks but at least crossplay is optional. Also keyboard and mouse will never be fair with controllers so this is the best were gonna get
