Even if you do get an exotic, it’s not guaranteed to be the one you’re after (as in, the one which can only drop from hard Lost Sectors), and even when you get the right one it’s not guaranteed to have a good stat distribution.
There’s [i]some[/i] truth to your argument, but there’s also a vast distance between the current state of things and your hypothetical “handing” of rewards to players. There’s room to meet somewhere in the middle.
Also worth considering is the fact that many people don’t like doing the same 5-minute activity 20 times over to get what they’re looking for. If they successfully completed it once, what does doing it 19 more times prove? That the first time wasn’t luck? That the player has nothing better to do?

It is weighted so that you get exotics you don’t have before you get duped. And, once you unlock it, it gets out into the potential loot pool the next season. This system is way better than what we had before and allows for targeted farming. Be grateful we have it and stop complaining. Yeah, I’ve had to sit down and farm them all day but you don’t see me complaining.

The downside to this current system is that you’re tediously repeating the exact same activity—in the exact same location, with the exact same enemy spawns and modifiers—multiple times for doubly-uncertain reward. I think there’re more personality types who find that boring (and frustrating) than there are ones that don’t. Particularly when we know that, because the reward is random, someone else probably got just what they were looking for on the first try. Equal effort, unequal reward. Nothing about the current system is designed to be satisfying.
