Why not Utilize the Exotic Cipher item more by allowing it to unlock a Vaulted Exotic?
Once they are vaulted, that is; It would actually improve the new service y'all created.

Exotics are not getting vaulted. They said in a previous TWAB that they will be available to everyone. They did not specify WHEN it would be available, but they did specify that the catalysts for those exotics will not be available. For example, The Huckleberry catalyst will no longer be obtainable since it only dropped from Mercury heroic adventures. If you have an uncompleted catalysts that will be vaulted, then those catalysts will be gone. If you completed the catalyst then you can still keep them.
