Not in PVP. But the weapon system as a whole on PC was designed to work more like Destiny 1. So weapons are more stable, have less recoil and less bloom on PC than they do on console. The first time I played D2 on PC (with a controller) i was laughing at how much easier it was to make precise shots than it was (and is) to do it on console. But even still the level of precision you can achieve with a mouse dwarfs even the best aim-assist with a controller.
