Is this against Bungie's ToS?

I've heard of multiple occasions now where players are manipulating their networks such that they can only match with certain other players. They do this so that they can repeatedly enter competitive playlists (such as Trials) and match against a fireteam of friends which will then quit out to give the manipulator a free win. This process is repeated until they've gotten what they want out of it. Does this violate the ToS? Honestly, I'm not bothered by it. Trials, in particular, is impossible for the vast majority of the player base to compete in on their own merit at this time. I can hardly fault someone for exploiting a bug (essentially) when the playlist is PACKED with cheaters and recovs and, at the very least, ultra sweaty players that most other players can't take down (on game 2 of their card btw). With the other cheating that occurs in Destiny 2 at this time, I can't justify reporting something like this officially. Seems that whatever team that addresses these kinds of issues has their hands quite full with much more malicious forms of cheating than this. I just want to know where this falls in the ToS so that when I do have these conversations with others, I can at least say "yeah, there's no victim with what you're doing, but it's against ToS" or I can say "yeah, do whatever you want. It's not hurting me, I'm not bothered if you cheese your cards.". Thanks.
