I have never heard anyone say HIR isn't a [u]good[/u] perk. It's just not the [u]best[/u] perk for PvE and in some cases it actually is a high tier perk in PvP.

I have heard a number of YouTubers state that High Impact Reserves is bad.

You can take me at my word or just type High Impact Reserves is bad in YouTube or Google. I understood people requesting links before Google arrived but seems pointless to me these days.

I've never really heard anyone talk about the perk at all. Good or Bad. Even the big-name YouTubers haven't really talked about this perk since almost 2 years ago. It's always Kill Clip, Rampage, and of late Swashbuckler.
