I don't have the icon either so I have no idea what I am meant to do. Every source I find talking about forges in Shadowkeep claim the icon should just be there and don't list any activity I have to do beforehand.

I did finally unlock the forges, if you've got the machine gun frame then all you need to do is kill Hive and then farm cabal in the Castellum of the Leviathan raid. Shouldn't take long at all. IIRC, once that's done, you can collect Hammerhead from Ada-1 and it'll open up all of her bounties, which gives you access to the daily forge rotation.
