I have my Destiny game on an SDD and still had the stutter sometimes... In relation to tearing and input lag I can tell you that even without freesync, you can get a good experience putting Vsync On, and limiting your framerate 2 or 3 frames below your refresh rate.
Say you have a 60 Hz monitor
Vsync On and FPS Limit to 58, with this, you won't have tearing but you won't have too much input lag either. I read in some articles that Vsync by itself adds like 40ms, but this method I am telling you only adds like 14ms
Besides that, I also get more stutter by having the game in fullscreen mode, so I use windowed fullscreen which has less stutter for me

Turns out something is wrong with the SSD. Changed to a hybrid drive I had lying around and it stopped. My theory is a problem with ryzen sleeping cores and the SSD providing the information to fast for the CPU to keep up.
