I have the exact same hardware 8700k, 2080, 32g RAM and the same issues. FPS is 40 - 70 now and horrible frame stutter. Not sure what happened. Never had issues before. FPS had been 200+ and ran smooth. Game not currently playable.

Having the same issues, running gtx 1080 TI. If i pull up the shadowplay overlay alt+z. I can see the delay in mouse movements in that overlay. Disabling this overlay changes nothing. Where i normally would get 90+fps all the time I am seeing fps anywhere from 30-80 it varies like crazy, I have installed video drivers, moved to ssd to HDD and tested both. Nothing works.
