Yes it can, people worked for those weapons so bungie is not going to change them. Still remember the crap I had to go trough for my nf...
Also don't agree at all with OP. I had people kill me with midnight coup while I was with nf so it's not just the gun. I can also easily counter it with last word soo yeah...

Note that you're on PC, Hand Cannon accuracy is markedly different there than it is for the majority of the playerbase, as is the Crucible in general. Just because you worked for a weapon, with or without RNG, it will be changed if Bungie deem it necessary. Would you defend the original Vex Mythoclast - an undeniably broken weapon - because people worked for it with 3+ characters per week and had RNG on their side?
