Also only drops on a certain cycle of the curse. However the blind well matchmaking has been completely broken, which was widely reported a month ago and bungie were “looking into it”.
Has it since been fixed?

Well there isn’t really matchmaking for the blind well per say but I tend to find you can usually load into a semi full server if you slowly approach the load-in area (jump off your sparrow and slowly walk around the corner)
