If there is no stuttering when you're not moving the mouse, that might be a mouse polling issue. Do you get the stutter when using a controller?
Google search something like "mouse polling stutter" (+ your mouse hardware/software). Could be caused by any number of things, so there's probably not one fix-all for it.

My stuttering is only when I move my eye and back, still more move with the keys A, W, S, D and I move with the mouse looking back, but I seem not to seem to have stutter with things while on the screen.
