There is some confusion on this. To summarize what you need to do:
#1. Reach Legend Rank.
#2. Reset at 2000 valor.
#3. Play one match in full solstace armor from start to finish or, if pulled mid-game, simply finish the match from your start.
It will be unlocked.

Yep, that’s what worked for me. Not sure why that’s not better documented in the game directly but it should be.
