I still have this issue even during the new CoO DLC today, and it's now December 5th. Bungie needs to fix this ASAP because its been annoying since Day 1. Its obviously NOT Windows because I can play any other game without stuttering/choppy screen movement. As soon as I start the game up, its buttery smooth and I usually average around 150fps (200 max when in caves/smaller areas, 120-180 roaming planets, around 80 during intense Public events where tons of players are present). Even when I am around 100 fps the game is buttery smooth, but there are 2 situations where the stuttering/choppiness occurs...1) Whenever I go into public events, or even just roaming planets where I run into a ton of players on my screen or 2) Whenever I get into an area that I'm under 100FPS after some time of playing. Even if I avoid a ton of players like playing the campaign for a couple of hours, the game will start those issues at anything under 100FPS, then continue to just degrade until the stuttering/choppiness occurs at any FPS from there on out until I restart the game. So it seems that the easiest and quickest way for this to start is public events or being around a ton of other players, but it will still occur after a couple of hours on its own anyways. This is the only game that this occurs for me and I'm getting sick of restarting my game, so please fix!

Exactly my issue as well. Running 1080 ti capped at 160 fps.
