I have farmed on all 3 of my characters making sure to get the challenges done on all 3 every day for the extra 15 tokens and then continued to play IB and farm more of them every day. I cashed in all my tokens Sunday on just 1 character (trying to get a full set) I had 700+ which is over 30 packages still didn't get a full set of armour but got more weapons then I can shake a stick at. This loot system for limited time events makes me not even want to bother playing.

Farmed some more on Monday before the event finished was able to get the last piece I needed for the set on at least 1 character and none on the others Monday night.

Your mistake was cashing them in all at once. RNG does not favor those who mass decrypt/level up in this game. You should have broken it down and used so many a day, or at least space out turning them in. I have received a full set of armor and all of the weapons with very few duplicates using this method.
