So will the people who did not preorder get to download early too

Yes you can download it just won't be able to play until it's open to all. Just search 'destiny 2 beta' in the Xbox store and it will show up (assuming it will do the same in the ps store)

No. Access to the beta is being controlled by having access to the client.

It's a pre-order exclusive, unless you have someone with an extra beta code who is nice enough to give you one.
