It's a full on camp weapon. So my suggestion is bring it back but ammo only regent every 6 seconds if you're running.

I just want to NOT get sniped across the map with any primary weapon but apparently bungie thinks that's too much to ask. Long range battle! sniper V.S. any other weapon! Victor? Not the sniper, but the last word, suros regime, mida multi-tool, hawksaw, byronic hero, suros (anything), not like the others, Finnala's peril. All of them are now more worth using than any sniper rifle in pvp.

Ice breaker and all exotics need to be brought back. It never made sense in any way to make them useless trash.

All of the year one raid and exotic weapons had personality and the excitement of getting one was unreal. The screams down the mic when someone got a gally, vex, fatebringer and voc made it so worthwhile. I do miss these days and the generic rubbish we've had to suffer. I hope this dlc's weapons bring some of the excitement back

It's simple. Make the Icebreaker have to charge its shots like the Queenbreaker's bow, and decrease its stability to the point where every shot takes your reticle vertically high, kinda like how the new Devil's Dawn sniper works : https://www.youtube.com/watch?v=jLcVTK8qS4k The scope zoom magnification and zoom speed is already unwieldy enough after the nerfs that any serious pvp player would not choose it as their go-to sniper, especially in sweats/trials. Most pvp maps are medium-close range anyways, favoring shotguns/sidearms and snipers just got kicked down another notch with the latest flinch increase. If Icebreaker was so OP, the top pvp players would already be using it in serious matches. Now for the topic most people have been arguing about; the ammo regen. As it stands, it regens at 1 bullet per 8 seconds for a total of 48 seconds to regen a full clip. Bear in mind that IB cannot hold any ammo in reserve. This is very slow by pvp standards, and the absence of reserve ammo severely limits its usefulness in fast-paced pvp scenarios. Honestly using a legendary sniper and picking up ammo is much more preferable. If you want to take it a step further, make it so that IB only regens ammo when you stow the weapon. What about pve campers you say? well honestly I don't see much of a difference; currently people still hang back and snipe in strikes/raids, picking up ammo abundant from fallen foes. At present, using the Icebreaker (especially with my suggested tweaks) is more of a detriment DPS-wise. I don't think many people are patient enough to play such slow paced pve. Even the hardest camper would eventually whip out their primary at some point. Think about the King's Fall raid for example. I can't think of any fight where using the Icebreaker is preferential. Relay MAYBE, but for the Warpriest/Golgoroth/Daughters/Oryx encounters, using it will definitely not help you kill the bosses in time, not when all of them have a time-based mechanic. As for pve encounters outside of that, what does it matter how people want to play their game? TL;DR : Icebreaker can be brought back with any (or all) of these tweaks : 1. Needs to charge shots ala QBB 2. Decrease stability further 3. Regens ammo only when weapon is stowed, encouraging you to swap to primary Those are my thoughts. In my opinion its fine the way it is now, no additional nerfs needed. But then again there are a lot of holier-than-thou types who will still gladly pick up a y3 Icebreaker and use it despite their complaints about the weapon being 'OP'.
