While i really don't know for sure, if i had to guess, I'd say it's less of an update as far as gear and things go. I think it will be the first building blocks for final console seperation. I wouldn't be surprised if the recent maintenance that caused Legacy console players to get lockout messages was just the precursor, where as this will contain more of the meat, so to speak.
