I'm pretty sure you have to be close to the ammo box AND be able to see it when someone opens the box. So if you are 2 feet away but a pole/pillar happens to block your view when someone opens it, you won't be able to get the ammo. Happens all the time on Exodus Blue.

Same issues here. Maybe they could increase the radius of the heavy drop. Sometimes I'm so close and it doesn't register.

That really sums it up, I have always failed to understand why Bungie insist on making bounties like this one for IB because it is the complete opposite of encouraging team work and promotes selfish play.

Always stand off the heavy. If you are huddled around the box, you deserve annihilation. Another tactic, is to get there very early, and kill everyone nearby. They may respawn further away from you, and when the announcement comes up, they will move towards the nearest heavy, hopefully that is the one further away from you, but it does not always work like that.
