You're right about where they are right now. I see them as intended mostly for PVE in particular situations. Boutique weapons if you will. I think after Gjallarhorn and Thorn's absolute monopolies on this game, it actually makes sense. The exotics cause most of the crucible imbalance..... Get uses to exotic gear being this way...balance etc.
