It's not something that needs to be fixed. It's working as intended.
Consuming them at the wrong time will still result in a cool down period. Consider that your 'penalty' for not using them correctly.

You are clearly retarded... Nobody purchases a game and googles 'where not to use consumables' and nowhere in-game does it mention where and where not to. It's a simple bug and simple fix.

It literally says you need to be in combat. If you think that Bungie is going to respond, then you put your hopes up way too high.

Right, in combat zones. But it can be used outside of combat zones if in transit, therefore it IS a bug. But feel free to believe you developed the game and coded it that way.
