He has no allegiance to anybody. He will sell too me, you, fallen, Cabal and anybody else with currency. We only see him for a portion of the week, he is probably off peddling his wears elsewhere. That is why I think he would be on Mars, Venus, Earth etc but can understand if people want him only in the Tower or Reef.
