10 light points isnt that much. Maybe gear should be rng'ish. The gear purchased come up to 10 point lower your current light to the tens.
311-20= 310
301-310=300

It would be the case with decrypting engrams. If you are 300+ you get 310 gear. At least it has been for the most part with me.
