Makes sense but the only issue is the perks on gear for the cosmetic slot. There would have to be a way for the stats to be useless

Thats a given; gear equipped in that slot would be purely visual. And it would be extremely easy to implement the cosmetic slots. They already have the classes created in the code to handle gear, all they would have to do is just add a secondary slot for each gear piece and set the stats to nil/null.
