Masks as a vanity
Instead of wearing masks as helmets and forcing your light level to go down, why not make a vanity set that let's you wear your mask on top of your helmet that won't make your light go down and can still show off your masks at the same time?

I totally agree. The mask-as-helmet-with-no-perks thing is just weird, especially considering Legendary's are permanent items.
