It's a valid strategy as far as species survival goes.
The Darkness (supposedly) kicked out butts centuries ago when we were strong and had the Traveller behind us (supposedly). They wiped out 90% of the planet (or whatever) plus Mars / Venus / Moon / etc.
Now we're down to a single city, a handful of guardians, an immobile Traveller, and the enemy all around us.
So, trying to spread humanity out among the stars COULD let us survive as a species.
However chances are said scattered colonies would be eliminated in short order.

She is time travelling, that's why she keeps blipping in and out of existence. (Also note she is not a guardian. She is from pre-traveller days). No they dont. Their leaders electrocuted their brains with misunderstood Vex Tech, which caused hallucinations. Now they THINK they can predict the future. Their a bunch of crazy people. If we wait, the Darkness will only grow in strength. We need to push back the Darkness. Rebuild our Golden age so that we may have a chance to stop it. To do that, we need a central leader to focus our efforts. To push everyone in the right direction so that we may survive.

People don't realise dead orbit want to help the people escape not run away themselves. I think new monarchy should lead and build defences and then when dead orbit evacuates the people we should team up with future war cult and take the war to the darkness in blaze of do or die glory! Leaving dead orbit to hold the last line if we fail giving the people more time to reach safety or anything else other than certain destruction. A converted New Monarchy fanatic.

Those are inspiring dreams. FWC has already stated it would help, should the City fall under seige. Unfortunately, Dead Orbit would not evacuate the Citizens. They would evacuate Dead Orbit.
