I would like to see them allow us to with everything Y1. The best solution I can say is don't let their attack and defense levels progress as quickly as Y2 weapons and armor. So it will still give incentive to use Y2 weapons and armor, but if a player REALLY wants to use their Fatebringer and Gjallarhorn while wearing a combo of VoG and CE raid armor they can.
