This is just wrong. Spec my warlock. Legenary Hand Cannon with 258 Attack. My light level is 219 with it equipped which already negates your assertion since it's 39 points greater than my light level AFTER equipping it, not 20. Not to mention I had about 170 light when I received the weapon.

Given some of the replies, the +/- 20 range seems to be wrong... however, I think most people would agree that the vast majority of their item rolls from the cryptarch are within that range. There's probably a weight value to the decryption roll with the rare chance to get something beyond +/-20 or 30 or so. Still, if "most" decryptions are going to fall into that range and it can be shown consistently that boosting overall light level improves chances for higher decrypted items, the overall advice here stands, even if the range I pointed out is incorrect.

Fair enough. I'm not sure if the weapon came out of a faction package or engram so you may well be right on that, but I also think that there's more to it than that. Blue engrams from lower level enemies always seem to give be lower level gear, regardless of the gear equipped.

One of my tests for this was to save a series of blue engrams that I obtained from the very first story missions on both of my alts... at the time of engram pickup, they were 170-180ish light level. I then boosted them with my main's weapons/ghost. They went from light 180ish to 240ish. I then decrypted engrams they picked up in the initial TTK story missions, and the results landed in the +/-20 range of my alt's current 240ish light level. I fully agree that outliers can happen... it doesn't seem to be a hard-set +/-20 range, but it does seem that "most" decryptions fall within that range (at least until 290... at which point, I've seen very strange behavior that seems to weight shitty rolls (-30) overall... perhaps to gently nudge you to do raid content for upgrades? Who knows.).
