Had the same issues, had to be rank 3 as soon as you reach rank 3, Petra should give you the gun.

Yeah just completed house of wolves now i need to grow queen. Whats fastest way just to do her bounties??

You can only do the ones she has. Which were 3. Besides that, if those 3 bounties aren't enough then you wait for the weekly reset. Sucks really bad
