I've done all of the Taken Wars quest for Petra but the wolves on mars isn't coming up on variks. Do I need to complete the house of wolves missions or the Taken King story missions or both?

You need to wait for the wolves to arrive, they are a timed event. Took me about 15 minutes to find them.

No, you should get the quest from Variks.

Got it, you just have to kill oryx then it opens up everything.

You may need to finish another quest to get that one.
