Lvl 50 for new monarchy on my hunter and still only have one shader..

Don't worry mate, you'll be able to earn them without RNG in TTKing. Unexplained how exactly but it's probably quests that unlock as you rank up. I didn't see my first NM shader 'till my Hunter hit 40, after that they started dropping much more frequently. Currently sitting somewhere near 100 over my three characters. Only thing I'm missing is Cleo, doubles or more of everything else.
