It is not a rare drop. A lot of people have one for each character; many others have 2. At least half of the players I have inspected had it. I've seen people get it when I watch streams. I've seen people get it when I am playing with them. It took a while to get my first one, but I got the second one 4 weeks later. It is not rare.
