You have to be locked on, i.e. aiming down sights and getting that beeping sound before you fire. It's not going to track unless you do. If you get the beeping, you can swing your aim up into the sky and fire, though. It will go over walls and around corners if you aim and arc the path correctly so it goes around obstacles.
