I'm rank 10 (about to be rank 11, wish me luck) and still haven't gotten a shader/ship.
[spoiler]I haven't even gotten any sort of weapon, it was all ascendant materials and then when they fixed it, it was just motes of light, strange coins, and blue engrams![/spoiler]
