Hunters are anything but underpowered in the Crucible; they're tailored for PvP. Between the three classes, the Hunter has the most control over his/her Super. Golden Gun, for example, enables you to dispatch your foes WHILE you're mobile. It is very difficult to evade, and with decent aiming you can pick off targets at long range with ease. Likewise, you maintain that same control with the Arc Blade, which boosts your defense and movement speed. The Warlock's Sunsinger subclass comes quite close, but you have to have excellent grenade throwing skills, especially at medium to long range. I take it you've never competed against a team of 6 Gunslingers in the Crucible.
