Hear me out. Just as we have a primary shotgun, sniper, and fusion rifle, I think TLW should be made into a hand cannon that is equipped in the Special slot. This would have great balancing effects in PvP without actually reducing TLW's effectiveness. You would have to sacrifice using a shotty/sniper/fusion if you want to use it, and ammo (which it burns quickly) would be harder to come by. Ideally its damage should be increased in PvE (only!), but even if that is not the case it would still have a better niche than it does now. Currently it's hardly usable because of its low mag size and fast rate of fire, but as a Special weapon you could take advantage of the one benefit it has over other hand cannons in PvE: its burst damage. You could choose to use TLW only on priority targets that you want to melt. This would give it much better synergy in your PvE loadout than is currently possible. I don't expect this to happen but I think it's a really good idea that's worth spreading around.
