So a level 24 who finished the invective bounty which is really easy to do can trade it with a level 32 who has 5 ghorns? That would break the game

No....a trade of equal terms.

Both are exotics. Saying one exotic is on a different level of usability over another would destroy the meaning of exotics, and therefore Invective would be put on the same level as Gjallarhorn.

Id guess an invective would be equal to ONLY the exotic bounty weapons :) and luck tier every exotic, gjallarhorn and red death being the hardest to obtain through different means :)

Why are Gjallarhorn and Red Death harder to obtain than the other exotics? It is all equal chance.
