Yes, the vault of glass exotic were pre dlc exotics for a while but that is fixed now, and Xur will show the available upgrade even if your item is new, all you have to do is have it equipped when you go see him, have enough glimmer and exotic shards, then it will show as upgrade available even if your gun is the new version and you don't need the upgrade.
